河川沿いの既存広場に隣接する集会施設として、平常時の使いやすさと災害時の 一時利用のしやすさを両立させることが求められた。大きな一室空間をつくるのではなく、 軒下、土間、可動間仕切りを用いながら、活動の規模に応じて柔らかく切り替えられる 構成としている。
検討段階では避難動線、浸水想定、日常利用のプログラムを重ねて確認し、設備室や 収納の位置も含めて平面を整理した。地域の行事に使いやすいことと、風景の中で 過剰に主張しないことの両立を目標に、断面の抑制と軒下空間の厚みを重視している。
Located beside an existing riverside plaza, the project had to support both daily activity and temporary use during emergencies. Instead of making one large undifferentiated room, it uses eaves, a dirt-floor threshold, and movable partitions so the scale of occupation can shift gently over time.
Flood risk, evacuation routes, and daily programming were studied together, including the placement of storage and service rooms. The aim was to make a hall that is easy for local events to use while remaining restrained within the larger landscape.
